German papCj-s generally are unfavourable towards, the .Papal Note, stating that it is ' inconsonant with Germany’s interests. The “Tagcs Zeitung” states that Note simply means the Germans ruin. The “Vossische Zeitung” states that Germany will readily solve the Belgian question in conformity with the Pope’s wishes -but France must give up all hopes of Alsace-Lorraine. Peace must bring equilibrium for all. ' The “Koelniselie Volks Zeitung” states that the proposed division of Alsace-Lorraine between Prussia and Bavaria has been abandoned andj its proclamation as an autonomous confederate State is likely in a few weeks.

AUSTRIAN EMPRESS’S PART. (United Service Telegrams.) ROME, Aug. 20. The ■‘Giornale'd’ltalia” states that the Austrian Empress prior to the .Papal Note actively corresponded with the Pope imploring him to make peace proposals. Germany was aware of the preliminaries, but took no direct part. The Pope intended to close the Note with a proposal for a general armistice at Vienna, but this was considered inopportune because of revealing the Central Powers’ weakness.
