ROADING ROUMANIA. 'LONDON August 20. A special correspondent at Roumanian Headquarters cables that tho situation' is still very critical. The Germans have made a wonderful system of broad roads in tho mountains where even pathways did not exist before. They are forcing the Roumanian population to wo/rk sixteen hours per day with the utmost brutality,, ana without consideration of age or sex. The enthusiasm of the Roumanian troops is beyond praise. The wounded continue to fight until they are decim ated.
