The House of Commons debated the appointment of a Minister of Reconstruction:

Mr W. A. S. Hewins moved an amendment to prevent the Minister advising on commercial, industrial, or agricultural policy. This was negatived by 87 votes to 64. Rt. Hon Sir G. Cave explained that the Government was solely responsible for its policy. The Minister’s duty was to make an early and valuable recommendation. The salary of £2OOO was approved by 142 votes to 40. N POST WAR PRODUCTION. LONDON, Aug. 3. Dr C. Addison, addressing representatives of the chemical industries, said that we would only be able t< pay for the war by increasing postwar production. The Goverrlment had recifived much information of Germany’s preparations to increase in-, production. Our position was in much danger owing, to habits of muddle and drift. Britain had established anany industries since the war began, which must not he allowed to drift under German control. . The Government would not interfere with business and was' only seeking to assit. The guidance of manufacturers was necessary to give the workers a real interest in the introduction of improved methods of manufacture.

The Labour Executive met members of the Commons and received Henderson MacDonald’s and Wardlo’s Paris report. ' The General Federation of Trade Unions reaffirmed the decesion not to attend the conferonoo, whereat they would meet enemy delegates, until Franco-Belgian territory wo,s evacuated and reparation promised. Mr. Gompcrs lias cabled to American labour that he is not attending as ho considers tho conference inopportune, and cannot be productive oi good. Mr. Appelton has replied that the British Federation of Trades concurs, as it considers the conference futilo until the freedom of democracy is secured.

STORY OF THE BENGUELA

COPENHAGEN, Aug. 2

Th# crow of the 'Benguela, cabled on July 6th, state they aaileu from Bristol on June 7th for Philadelphia. They were stopped on June 15th in midAtlantic by a big German submarine, which placed a prize crew aboard and compelled the Benguela to act as mother ship for a fortnight while the submarine made several long cruises, returning on ono occasion with a captured Spanish ship. Eventually the crew of tho Benguela landed at Cadiz. It is believed that the Benguela is still a mother ship for submarines. The Norwegian steamers Glydenfrw and Hildur have beep submarined in ! Spanish waters. The crews were rescued. 9
