A new Defence of the Realm regulation prohibits the publication of the report of the proceedings of the Irish Convention, except it is officially authorised. NATIONALIST OFFICES. LONDON, July SO. A section of the opponents of the Nationalists have seized the offices in Dublin used for the national volunteers headquarters. Relays continuously hold the premises and defy the Nationalists to expel them or to prevent them holding a national volunteer convention. NO PASSPORTS. LONDON, July 21st. Mr. A. J Balfour has informed the Irish Trad© Union Congress and the Labour Party that passports oannot bo granted to the delegates to go to Stockholm and Petrogrod
