(b) Where such rateable value exceeds £l2 10s a rate of 7 per cent, on such value up fco the first one hundred pounds. On all lands and buildings to which water can be, but is not supplied, situated within one hundred yards from any part of the water works, a rate not exceeding one half of the water rates above mentioned. On all Ross town sections on which there are not buildings situated within one hundred yards of any part of the water works, a rate of Is per section.
