LOYAL DUTCH. IN SOUTH AFRICA. (Received this day at 1.30 p.m.) CAPETOWN, July 12. The South African Party Congress, mainly composed of Dutch, carried by acclamation a resolution emphatically approving of Government’s war policy, and the granting of a million pounus to the Imperial Government, urging the retention of German southwest Africa, and expressing their proud satisfaction at tho appointment of General Smuts to the British War Cabinet.
