The “Morning Post's” Shanghai correspondent says the Military Governors of Kwantung, Ivwanghi, and Yunnan, refuse to obey any Cabinet, unless the dissolution of Parliament is cancelled, but offer to obey the President. The naval conference at Shanghai, including the acting C'ommander-in-Chief, passed siniilar resolutions. Li Chinghsi has assumed office as Premier.
