The Liquor Question
Petrograd, May 31 The Government has approved of the raising of a loan of 2,000,000,000 roubles by an issue of piper money. It has been decreed that public drunkenness shall be punishable by eighteen mouths’ imptisnnment ; violence, or robbery, by drunkenness, six to eight years’penal servitude. The Government ia discussing the Finnish dem&Dds, including autonomy and international guarantees.
