In the Reichstag Herr von Roelern, Minister of Finance, introducing the Budget, said that the submarine arm was only introduced in the present war and consequently was not subject to any ot the written rules of international law, The oost of the war would not decrease during the next few months. Hence be required a war credit of fifteen milliards of marks. He admitted that the Budget bore a serious aspect, but the economic life of the country was not of a character to shake its confidence in thefntare. If Germany’s enemies claimed reparation, Germany claimed indemnification, Germany's financial strength was not a paper illusion as her enemies believed.
Eighteen ultra-Sooialists opposed the Budget but the main party Socialists supported the vote. Herr Ledebour, Leader of the Socialist minority, declared that Germany’s peace offer lacked every essen-
tial for peace. The rights of small nations had been violated by the manner in which Austria and Germany had dealt with the restoration of Poland’s independence. Herr Ledebouri amid laughter, demanded the suspension of submarine warfare. The war credit was carried. A Pessimistic German.
