Paper Restrictions.
(Received Feb 23, at 11,30 a.m.) London, Feb 22
The Royal Commission has further restricted the importation of paper making materials from March Ist. Licenses will be granted on a basis o£ 50 per cent of 1916 imports equivalent to 33| per cent of 1914 imports.
The importation of printing paper is restricted similarly, while the imports of wrapping papers are fixed at 16 per cent of 1914. Farther reductions are anticipated.

The British steamers Coro of 1779 tons, and Rosalie of 4437 tons have
been sunk.
Italian Oranges.
Rome, Feb 22
Italy is forbidding the export of oranges to Switzerland, owiDg to quantities reaching the enemy. Italy has purchased the whole of the Sicilian orop which she is sending to Allied countries, Salonika, Mesopotamia and Egypt.
Mail Service Resumed.
Christiania, Feb 22
It is officially announced that the Norwegian mail cervices to westers Europe and America have been resumed.
A Ciever Move

It is suggested that that Yofl Capelle’s report concerning submarines’ impuuity either aims at disheartening the Germans or drawing the British Admiralty into disclosures.
Greek Riots
Athens, Feb 22
There are food riots in many province?. Reports from Corinth, Nauplia, Ladissa and other areas indicate serious straits.
