It is pointed out that the California was a passenger ship and was sunk without warning. The fact that the one American who was aboard was saved was not due to tbe submarine’s precautions, which fired two torpedoes at 200yds. Tbe Consul at Queenstown states the loss of life may be greater than is reported.
