Hon A. J. Balfour, in a supplementary Note to Mr Wilson, states that Britain is prepared to make unparalleled sacrifices, because a durable peace is impossible, except on the basis of an Allies’ victcry.
He points out that if Germany regards existing treatise as scraps of pap9r, fresh treaties are useless. Turkey must be drivon out of Europe, because she was guilty of unprecedented atrocities, and was beiDg used by Germany as en instrument of cod quest.
Three conditions are necessary for peace.
First—Thß removal of tbe fxisting causes of international unrest.
JSecoDd —The recognition by the people of the Central Bowers of the unscrupulousuess of German methods and aggressiveness of German aims.
Third—The establishment of international authorities to prevent the breach of treaties.
Germany’s Answer. Amsterdam, Jan 17 The Prussian Diet has re-opeued. The President said he hoped the new year would bring peace. Oar great leaders, glorious troops, and not least, onr brave submarines, wiil soon answer the exorbitant, impertinent demands of the Entente.
