The Allies’ ViolatioasNew York, Jan 12 The new German Note to neutrals adds that Germany i? ready to announce her peace conditions when negotiations are begun. Germany protests against the violation of the Declarations of London and Paris, and p.eserls that tie war of starvation against Germany conflicts with the laws of nations and the dictates of humauny , while the use o! coloured troops is incompatible with the principles of civilisation and undermines the prestige of the white rao3.
The Note reiterates that Belgium before the war did not observe neutrality. The Central Powers will continue the struggle until they gain a peace guaranteeing their honour, existence, liberty and development.
