Acting Chairman,—Your Committee has to recommend) that Councillor Campbell be appointed acting chairman during Councillor Meßain's absence. Provision for this expenditure will be made on the current year's estimates. Your Committee has replied that it could riot recommend Council to give any undertaking regarding the carrying out of this work at this juncture.
