HUTT BOROUGH COUNCIL.

A meeting of the Lower Hutt Borough Council was held last evening. Present, His Worship the Mayor (Mr W. T. Strand), Councillors A. J. Hobbs, J. Mitchell, A. E. Carver, E. Waldie, W. Meldrum, A. Meßain, A. P. Roberts, F. Campbell and A. Grierson. Municipal Association of N.Z. wrote advising that the next annual conference of delegates will be held at Wanganui during March, 1929 and asking -that all remits from this Council be submitted for consideration of the Association Executive at its meeting on 6th December next.

It was resolved that Councillors having remits to put before the conference should send them in to be submitted at ±he next Council meeting.

The Health Committee reported as follows: —During the month there were -four cases of scarlet fever, one of tuberculosis, one Of erysipelas, showing a decrease in the number of infectious diseases. The usual disinfections were carried out. Nine notices to abate nuisanses were served, eight of which have been complied with, the time limit not having expired in the other case. Eleven miscellaneous inspection's to trade premises and also eleven inspections in connection with plumbing and -drainage have been carried out. It is interesting to note that there were no cases of diphtheria in the borough during the period under review.

The Fire Prevention Committee reported as follows: During the month the Brigade received three calls, one to -a fire in the Hutt County Council, the second to a small fire in Bloomfield Terrace and the third a false alarm received from a box in' Victoria Street. All appliances, street alarms and house bells in good working order,' and the attendance at all musters of the brigade has been good. The committee regrets to report that a slight accident to A. ""Wyett, necessitated .medical attention, and Mr. Wyett asks that the Council meet the medical expenses incurred by Tiim. It is pointed out that as no claim is being made on the Insurance Company in connection with the accident, they will not meet the medical expenses -the matter is referred to the Council -without comment in conformity with a -resolution governing the matter which -was passed some years ago.

The Works Committee reported that -they have considered four schemes subrmi'tted by the Borough Engineer in connection with the drainage of Main Street, between the bridge and the Family Hotel, and also portion of Wo"burn road. Your Committee has to recommend the adoption of scheme No. 1 -which is estimated to cost in total £558 10s. It is not necessary that this amount should be provided at once but a certain amount of .the work must of necessity be done before the approaches to the new bridge are put in liand. The immediate expenditure necessary is £218 14s. 4 and an additional expenditure before the Main road is resurfaced of £131 165., the balance of £208 may be expended as necessary. The immediate expenditure can be found from the contingency fund.

The Borough. Engineer pointed out lhat no provision had been made for the reticulation o* the new street from the eastern end of the new bridge to the corner of Market street and "Woburn road. The desirability of having this work done prior to the road formation is commenced is obvious, and your Committee recommends that the work be put in hand. The . estimated cost, which is £130 can be found from the contingency fund.

Numerous enquiries for additional street lights have been the subject of investigation by the chairman and borough engineer and the committee hae now to advise that it has approved of additional lights as under, Baldwin street, one light. Douglas- street two, Uodney Street one, Awanratu Street three, Bell Road one, St. Albans Avenue one, Corner of Elizabeth Street and Randwick Road one. The Committee reports having ordered a light motor road roller principally for footpath work for the sum of £385. Delivery of this machine is expected within the ■course of two months or 60.

The Engineer (Mr A. G. Bush)^ reported that Grading has been carried out on Park Avenue, Nai Nai Lane, ■Queen's and King>s Ro,ad, Heke, Brunswick and Epuni Street. A bad grass "berm on King's road by the Eastern Hutt school has been cut, carted away •and the side of the road re-graded. Wai--wetu road and "White's Line have been scarified, graded and rolled. All the

bitumen scaled streets of the borough have been gone over and all surface breakages repaired with Spray mulsion. Fairly extensive repairs have been carried out on Normandale road during the month, it being necessary to resurface practically the whole road. A completed and very satisfactory work has been carried out from the Railway crossing to Mr Lodder's corner, 50 chains. A good deal of attention was given to the north branch also, but, owing to the steam roller being urgently required on other work, it was not possible to carry.out all repairs necessary >on this branch. Later on, when the roller is available, it is intended to complete this work. This is the first 1 occasion a steam roller has been used on Normandale Eoad, and with excellent result. The sewer, water and gas trenches across footpaths in Kings Eoad, Council, Pilmuir and Copeland [ Streets have been repaired with mixed asphalt. Comparatively little trouble has been experienced with any of the sewerage plants which have all functioned well. Twenty-two water and 20 sewer connections were installed during the month. Ninety-five inspections of work? in progress have been carried out and twenty-four house drainage systems have been tested.

Traffic patrol has "been carried out during the month. Twenty-three cases for breach of the traffic by-law were hoard in the* Magistrate'^ Corn-*, nml conviction 5 obtained in each ease. The ■Rn.ilv\°.y yard drainage work is almost completed. All pipes have been laid and most cf the ditch widening and deepening finished. Continued progress is being made with the gorse clearing south of Park Road. The clearing and stumping of. the sanitary reserve paddock east of the new deviation road to Day's Bay has been completed.

The Librarian reported that for the month 1801 books had been taken out, 41 new books added to the library, 12 new subscribers, 12 members withdrew. Total number of subscribers 377.

" The Ranger reported that nine head of stock had been impounded and two prosecutions had been made during the month.
