Sir, —If the officers of the Borough Council are not doing their duty (a statement which however I challenge), is it not clearly the duty of any badly treated burgess to make Ms complaint direct to the Mayor or the Town Clerk. This is a more manly way of behaving, but to make anonymous and unfounded complaints through the medium of a report of the proceedings of a Civic Association (apparently of growlers), and thus obtain publicity for a charge that apparently the complainant is afraid to make personally savours of cowardice. — I am etc., SATISFIED RATEPAYER.
