HOROWHENUA COUNTY COUNCIL

« MONTHLY MEETING.

The ordinary monthly meeting of the Horowhenua Oounty Council was held in the Council Chambers, Oxford-street, Levin, on Saturday. There were present: Councillors G. Watson (chairman) G. N. Stephenson, F. W. Venn, G. P. Gately, G. A. Monk, F. Retter, 8. A. Broadbelt, H. Freeman and J. The Council decided l to support the Whakatane County Council's resolution asking tho Government to allow local bodies to give a rebate on rates ;>aid before due. Regarding the complaints anient tho Wnihoanga road 1 made by .Vf«*-Bock<<ot. Councillor Cately bor« out the complaints made, and said that the roads badly needed attention. ]f it was let 'W any longer it would get completely out of order. Tt was left in the hands of the engineer to attend to. Re the extension of the Otaki Gorge road, asked for by Mr H. Ray, it was stated that the money was not available The settlers were justly entit"«vl to the road and it was decided to make representations to Minister for I'ublic Works on the matter. Regarding the complaint of Mr Edvard De Mey about the impounding of is stock at To Horo, Councillor Monk ;aid that the ranger should be asked for an explanation of the charges. One shilling per head for calves was exorbitant. The matter was left in the hands of the chairman for enquiry. Mi- Bond's objection to tho line of • the Horowhenua and Hutt Counties was considered and the position fully explained by Councillor Monk who ;aid that Mr Bond's only course was o apply to the Department. It was resolved to reply to Mr Bond o this effect. The erosion being caused by the WaiVanae river, complained of by Mr G. Hemsley, was confirmed by Councillor Monk, but he was afrai<j. they had 110 jurisdiction over the river. A holy ; nesfi of the river had been made from start to finish and they had no money to spend on further works. In any case the Council had no power to carry ■nit such work. Councillor Kebbell considered that Uie Council had the power though the position would depend on the surveys originally made. Councillor Watson said that he knew is much about the river as any coim•illor present. In connection with Mr r Cemsley'R complaint a groin had been i>ut in near his property and 1 turned * •be water away from his property. Councillor Cntely said they should ' ;vke no steps in the matter and people liould be told to help themselves. Tho Council had no right to go on private oroperty to do such work. No action was taken. Mr Norman Campbell made application for payment for renewing the nlanking on the creamery bridge .it Heikiorangi. Councillor Monk said he would oppose the application. Mr Campbell had taken the work on himself and 'ie should be left to get payment for ; t the best way he could. The Council should not be over-ridden by any private person. The chairman supported Councillor Monk and it was decided to let Mr Campbell go ahead. Councillor Venn moved and Councillot- Stephenson seconded a motion that the Coucil record its thanks to Mr J. FT. Haynes for his services in the Manaun tni-Horowhenua. County road dispute. On the motion of Councillor Kebbell seconded by Councillor Broadbelt, tho telegraph engineer is to be requested to put the telegraph poles between Ohau and Levin close up to the railway fence and whenever poles are erected 011 the western side that they he placed 12 feet from the boundary so as to allow a footpath to be formed. The resignation of Mr A. Saunders as a Shannon cemetery trustee was accepted with regret. Councillor Retter moved and Councillor Broadbelt seconded that Mr Han- " nan's request for access to his property through Mr J. Ryder's property at the Tararua road be acceded to sn condition that Mr Hannan pays compensation and other charges therewith until a loan is carried to continue the road through to Gladstone road. It was decided on the motion of Council lor Broadbelt, seconded by Councillor Rotter, that engineer be instructed to inspect and report on the question of a high pressure water supply as requested by the petition of ratepayers in Ihakara reserve. Councillor Monk moved and Councillor Catelv seconded: That on receipt of provisional approval of the loans applied for to the Advances Office the Clerk call a special meeting to adopt the necessary special orders authorising the raising of the loans. Councillor Stephenson moved and. Councillor Venn seconded that Mr F. Bryant be requested to clean out that portion of Johnston-street drain running through his property at Shannon. The same Councillors moved that all contracts fur maintenance metal required for the coming winter be in at the next meeting and such cotracts to be completed by the end of -Tune next. Councillor Venn moved and Councillor Stephenson seconded that all roada in the northern part of the Tokoanaru riding be closed for stock*as from February 20th and that the ranger be notified to that effect. Councillor Kebbell moved that the member lor the district be requested to approach the General Manager of Railways and ask the latter to provide some means of loading the trucks with metal at Ohau direct from the carts. Councillor Broad seconded tho motion and it was carried. Councillor Monk moved and Councillor Catelv seconded that a meeting he called- at Te Horo of the ratepayers ; n the Hautere water-race district, and those in the proposed extension, to discuss the matter of extending the races to the petitioners oil the western side of the railway line.
