Tlio Council of the County Territorial Association is submitting to the Premier a new plan concerning the Territorials. According to the Daily Mail the (jovernmont has decided to reconstitute a special reserve and move the Territorials to the second line of defence. The army is to be raised wholly on a militia basis enabling' the war establishment to be fixed much lower than at present. Many authorities, estimate that in futin-e the Home field army will number 150,000 men, and the garrison or coast for tress troops will number 50,000. These, assisted by small local traders, the regular garrison artillery, and engineers, will enable nearly.half of the Territorial field artillery to be disbanded. MORAL SUPPORT. .Vienna, Nov. 24. It is stated that King Ferdinand's visit to Vienna is intended to promote a Tiirco-Bulgariaii agreement under Austria's protection against Greece. Austria advised Ferdinand to return to Sofia, promising him only moral support.
