MR MASSEY AS SPHINX. Wellington, Sept. 2->. lu the Rouse to-night, Mr G. W. Russell asked when the Premier was going to make known to the House his'intentions in connection with the alteration of the electoral laws. He asked Mr Massey to make a statement as-to whether the Government were prepared to repeal the second ballot, and if they were going to repeal that Act, were they going to substitute the single transferable vote. Mr Massey, replying, mud the opportunity would be given to this session to repeal the Second Ballot ActMr Russell: What is its substitute? Mr Massey: That is another story. You wait aim see !• COMPUTATION OF SALARIES. Wellington, Sept. 23. The executive of the New Zealand Education Institute has drawn up the following remit, which is being sent forward for consideration by the annual meetings of the various District Institutes:— That the Xew Zealand Education Institute be asked to devo'e. its main endeavours to securing in the coming revision of the Education Act Hie following principal reforms :— (a) The inauguration of a Council of Education, which, under (lie control of Parliament, shall have the direction of the educational policy and administration. (b) The placing of the inspectorial and teaching staffs under tbi control of some central authority such as the Council referred to above, or the Public Service Commissioner, or some other body appointed ad hoc. (c) An adequate scale of salaries for teachers and inspectors. (d) Provision for a sufficient supply of I rained teachers (e) Subslituiioii of some better basis than attendance or the computation of salaries."
