A Momentous Year.
A speech by Major Gastrell. M.P., last week, in which he dwelt on the concatenation of events that might lend significance to the year .191 f> as a reason for adopting the policy of an Imperial loan for securing our future naval .strength, has attracted n good deal of attention. Major 6a«trell pointed out that in that year our existing alliance with Japan expires; that the Panama Canal, would be completed; that the Kaiser Wilhclm Canal would be widened so that Dreadnoughts could pass eaeily from the Baltic to tlio North Sea: and that the minor Powers of the Triple Alliance would each have squadrons in the Mediterranean.
