OAMARU, April 22. Mr i{. Milligan, chairman of the Harbour Board, was to-day presented with a purse, of* 100 sovereigns, a pth\ watch, and a "beautif nil y-fra-metl ill tun ina ted address for the good work he had done in connection with the consolidation of the hoard's loans. The- Hon. T. V. Duncan occupied the chair, and the hall was crowded. The speeches wore very complimentary to the recipient for the trouble- ho had taken in bringing to ;1 successful issue n satisfactory scheme.
