LONDON, September 18. Lockout pay is still withheld from the Ijoilermakers, and the general impression is that want of money will hasten setlement of tlio dispute. The Trades Union Congress, without debate, passed a resolution to the offect that the Government should commence works of public utility on behalf of the unemployed.
The Congress condemned boy messengers, and demanded paw merit of .jurymen, on the ground that "working men are now not tried by their peers, but by their superiors!"
