The Times welcomes the grants for the trans-Continental railway and considers the prospect of developing .the Northern Territory is Kood, since t>ho South Australian Labour Government is unlikely to make difficulties and possibly ' will be glad to make the transfer, though it has discharged past Northern obligations < with credit. The Times considers that the Northern Territory and railway schemes will require a loan, and urges the Labour party to abandon their loan scruples, which are partly reasonable and partly Provincial. Commenting on the relations of the States and the Commonwealth, the paper remarks that Governments too often think the people exist for them and not they for the people.
