Mr Herbert Samuel, speaking at Saltburn, said tille increase in the naval estimates was a most unfortunate necessity. Britain's position wis absolutely clear, and if othci corntries agreed with her in checking the increase nothing would give the Government greater pleasure. He added that compulsory military service was unnecessary becauscthere was no risk of invasion so 'ong as the iS'avy maintained its overwhelming strength. Moreover, expense of such a servico would be colossal.
