The Weekly Times. “ Nullius addictus jurare in verba magistri." MONDAY, OCTOBER 21, 1867. PROVINCIAL COUNCIL.
On Monday, the 14th, the Conncii met at 3. After some minor business had been disposed of, the petition of the electors of the town was considered, and a resolution passed by the house that some other kind of taxation should be substituted. The Council went into Committee of Supply. At 6 it adjourned to 7*30, and sat from 7 - 30 to 10-30 p.m. On Tuesday, Mr M'Lean laid further correspondence with reference to the late financial arrangements on the table; ordered to be printed. Mr Buchanan moved for the abolition of the allowance paid to country members ; negatived on a division. Major Lambert brought up the Report of the Select Committee on the 70mile Bush Road ; —read and ordered to be printed. The Horse Nuisance Bill and Loan Amendment Bill were withdrawn. At 6 the Council adjourned to 7'30. At 7*30 the house went into Committee of Supply. The Chairman leported progress at 9, and the next order of the day was the Committee on the Tollgate Biil. Mr Wood declined acting as Chairman, being personally interested in the Bill. Every member present was in turn proposed to Act as Chairman pro. tern., but not one could be found to accept the position. The order of the day was then deferred till Wednesday. The Council then went into Committee on the Slaughter-house Bill .; it was reported as amended to the Speaker, and the third reading ordered for next sitting day. The Council adjourned at 10'30. On Wednesday the Council passed a resolution that it was expedient that the Petty Sessions Act should be brought into operation in several elec toral districts of the Province. The Speaker was ordered to inform the Colonial Secretary of the decision arrived at with regard to the telegraph station. Mr Carlyon’s motion to prevent the Provincial Solicitor charging purchasers of land with the costs of the lease and counterpart was negatived on a division. A return of carpenters’ work, &c., done out of contract, was moved for by Mr Tanner, and laid on the table. On the motion of Major Lambert, the resolution arrived at on Tuesday with reference to the Tollgate Bill, was rescinded. The Council then went into Committee of Ways and Means, and Committee of Supply. Mr Sutton havingibeen moved to the chair pro. tem., the Tollgate Bill was considered. Great opposition was offered, principally by Mr Carlyon. The house adjourned at I*4o on Thursday morning, after passing eleven of the fourteen clauses of the Bill..
On Thursday the Council met at the usual hour, but again adjourned for half-an-hour. At half past 3 it again met. Mr Carlyon complained of a breach of privilege, that in the Times of that morning he had been represented as .having opposed the Toll-gate bill in committee. He said he had been merely finding fault with the manner in which it was drawn, and that he had always fully agreed with the principle of the bill. The Appropriation Act was brought in and read a first time. Mr Wood withdrew a motion proposing that the Provincial Government officers . whose services had been dispensed with should be dealt witli in accordance with the provisions bf the Civil Service!Act. ’ihe Council then went into Committee on the Toll gate bill, and.at 6 p.m. acU journed to 730.'~~'Tfre''Toil--gate-Act was reportedas amended to the Speaker. The Slaughter-house, bill was read a third time and passed. The Council then went into Committee of Supply on the Estimates, and ailjourned at 9*30. On Friday Mr A’Deane brought up the. report of thb Committee on Standing Rules,and? Orders ;which was ordered to be printed. MrM’Lean brought up the Credit Bill, which was read .a first time. Mr Buchanan withdrew
a motion that the next session of the Council should commence in May, on the Government accepting the proposal. A resolution by Mr Ormond, granting to the Government the sum of c£s7l 14s Id, to meet outstanding and unauthorized expenditure, . was agreed to in Committee, and adopted by . the Council. The Toll-gate bill was read a third time and passed, Mr / Carlyon stating his belief that it would ~ be. disallowed by the General Government. At 5 p.m. the Council adjourned to 7 30. The Standing Rules and Orders were suspended, the Credit bill and Appropriation Act were read a second time, committed, read' a third time, and passed, and the Superintendent prorogued the Council.
