Tei/rgbaphic Reform.—The subject of telegraphic reform is now attracting attention in Great Britain, and is likely soon to be brought before the British Parliament. Two chief reforms are proposed : first, the establishment of a government or postal telegraph, and, secondly, the introduction of the “ typo-telegraph.” The first project is simply to make telegraphy a part of the postal system. It is urged that the only way to bring the tariff ol prices down low enough is to establish a postal telegraph ; and that it bo not only low, but uniform for al! rsuccess of the recent adaptation of savings bank business to post-office operations which now promotes this greater schema of putting telegraphing under the care of the national postal machinery. The other reform, that of introducing printing messages from type, and hence requiring no translating and transcribing, we all understand. But the postal. telegraph is really a wonderful scheme, and will, soon elicit great discussion.—Panama Star & Herald REGISTRATION OF LeXSEBS IB THE Bbitisli Post Office. - - The London Gazette contains regulations by the Postto come into] force.on the first of October next*, for the registration of pobt , letters'Transmitted between' the United Kingdom and the following ..coloniesAntigua;': Bahamas, Barbadoes, Bermuda, British.
