PANAMA MAIL SERVICE. To Chief Postmasters, Postmasters, and SubPostmasters. In consequence of an arrangement effected with the Directors of the Panama Railroad Company, the New Zealand postage ou newspapers conveyed by that route will be reduced from, threepence to oue penny each. No alteration will take place in the foreign rates, accounted for by this department io London and Panama, oh newspapers addressed to foreign countries. Corrected tables of rates will be. furnished as soon as they can be got ready; in the meantime Postmasters will be guided by the present table, ‘taking care that twopence is deducted from the present rates as enumerated in tbe table now in their .possession.
