LEGISLATIVE COUNCIL.
The Legislative Council met at 2.30 p.m. to-day. The Valuation of Land Amendment Bill was reported by the Lands Committee without amendment, and put through the final stages and passed. The Local Legislation Bill was read the second time and put through the final stages and passed as amended by the Local Bills Committee. The Napier Foreshore Bill and Newmarket Borough Council Vesting and Empowering Bill were each read the second time. The debate was resumed on the motion by Sir Robert Stout that the Council is of opinion that the Executive should, in the recess, consider the need of remodelling local government machinery in the direction of establishing district councils, with wide powers over large areas, so that centralised government and its growing cost may not be increased, but that real economic and efficient local self-government may be promoted and strengthened. The motion was carried on the voices. The Council adjourned at 4.50 p.m. until to-morrow.
