FROM GREFILLE'S TELEGRAM COMPANY WELLINGTON. Wednesday, August 14. In the House last night the Hawke's Bay Special Settlements Act was read a second time, and referred to the Waste Lands Committee. The HigliwaV Empowering Act Amendment Act has bceu amended, a new clause having been added to the effect that rates may he levied on annual value of pioperty, or on its value for sale. Mr Reader Wood's motion, expreir sive of regret that the present ses-ion of the Geneviil Assembly was not held in Duneriin, in terms of resolution of the Hot** last session, was dehated last night and withdrawn, the Government explaining that, finding that the expense would exceed the amount anticipated, and, moreover, that the removal would cause serious delay in the execution of the public works, they had decided to give the House an opportunity of reconsidering the subject
