FROM GREVILLFS TELEGRAM COMPANT. WELLINGTON. Thursday, August 1. The resolutions agreed upon at a meeting of Superintendents of Provinces will probably be moved in somewhat the following shape :- - That if the Immigration and Public Works policy is to be efficiently and economically carried out, a change is necessary in the existing system, experience having proved that the practical details of such a policy cannot be satisfactorily administered from any one centre. Tliat the Colonial Government shall use Provincial machinery for carrying out the policy, the duties of Resident Ministers 01 agents being performed by Provincial executives the Colonial Government, however, to retain supreme control and responsibility. That the proposed arrangement would lead to the exercise of local knowledge and experience of the requirement, to economy, and to a speedy execution of the contemplated works. It is believed that Mr Vogel is favorable to the nevv proposal, but the other members of the. Ministry are divided on the subject. There is reason to believe that the Cabinet will resist to the utmost the demands of the Provincialists In the event of the Ministiy being defeated on the question, it is known that the Governor will not grant a dissolution. A powerful majority has been formed to carry these resolutions. The Centralists in the opposition will probably remain neutral. The Government fears certain defeat. The opening of the Hutt Railway has been postponed, it is believed in order to coerce the Wellington members. (From Press Association Telegrams iu Herald Extra.) The Permissive Bill introduced by Mr Creighton was read a second time last night after a long debate, on a divivion of 2$ to 26. Several members who spoke against the Permissive clauses voted for the second reading.
