The steamer Albion, having onboard the English Mail via arrived a! the Bluif at 10 o'clock this morning, from Melbourne.
Shipping business has of late been very dull at this pot t—though, perhaps, not more so 'Jian is usual at this season of the year. As an instance, however, of the slack tiiues / we may mention that some of the hands connected with the s.s. Napier have been paid off—to be taken on again, we presume, when that steamer is ready for her next trip.
The New Zealand Gazette of the 23rd May Gon tains the official proclamation convening the General Assembly for Tuesday, 16th July. In the Victorian Legislative Assembly, on the Ist May, the Permissive Bill was introduced by the hon. J. J. Casey, and read a first time. Its se cond reading was fixed for the 7th May, but owing to the length of the debate on an amendment which had been moved on the address in reply to the Governor's opening speech, it had been deferred. The Council of Education for Tasmania has framed rules for the examination of female candidates who may desire to havo the degree of Associate of Arts conferred upon them. A document is published in the Christchurch Evening Star, alleged to been picked up on Ocean Beach, near JDunedin. It is apparently writ ten on a leaf from a note-book in pencil. It was placed in a wine bottle and purports to have been written by the first mate of the Matoaka, who *ays that himself and several A.B.'saro in a long boat S.W. of New Gu nea. The passengers were all lost. We take the following paragraph from the Home News, 4th April ; —, " The agents for New Zealand loans, Mr Penrose, Mr G July an, and Mr T. E. Featherstan, are inviting applications for the second instalment of .£1,000,000 of. the £5,000,000 loan, authorised in 1870 for immigration, public and purposes of defence. Tuesday, the 9th April, is the last, day Lor sending in the scaled tenders, which will then lie opened, and the debentures allotted to the highest ladders, provided that the official minimum is reached. Five per cent, is payable on application ; on the loth April, such a sum is to be paid as to leave only 50 per cent ; and this balance is to be met on the 30th May. On the above announcement being made, Now Zealand debentures fell b"
