To the Editor of the Hawlce's Bay Times. Sir,— The Abstract of Receipts and Expenditure to 30th Sept., 1868, somewhat late, is n ow pub!ished. In it aie items which astonish me, but one more than others. What means £133 14s 8d interest on overdraft? ICan the Superintendent legally draw, upon the Bank to such an extent
without tlie sanction of the Provincial Council ? or is it sufficient if the auditor allows it 1 I should like to know whose duty it is to prevent so large an outlay for interest. Enquirer. Feb. 13, 1869.
