THURSDAY, JUNE 11, 1868. PROVINCIAL COUNCIL.

The Council met yesterday at the usual hour. All the members were present except Mr Carlyon. A motion by that gentleman that the telegram received from Mr H. R. Russell should not be received, lapsed through his absence. Two returns were ordered by the Council, one on the motion of Air Buchanan, to shew the manner in which the Loan Appropriation Act has been carried out; and the other, on the motion of Mr Wood, shewing important educational statistics. A motion by Mr Buchanan, to limit the allowance of country members to fifteen days, or in the event of his Excellency’s visit, eighteen, found no seconder. In reply to a question by Mr Buchanan. whether the Superintendent intended taking the opinion of the Council this session on the subject of the continuance of Provincial institutions, his Honor said that such was his intention. On the motion of Major Lambert, a Report was ordered, to shew the position, acreage, and rental of the educational reserves within the Province. On the motion of the same member, a Return, shewing the extent and value of grants of land forfeited by persons who had not complied with the provisions of the Auckland Waste Lands Act was also ordered. Two new standing orders, moved by Mr Ferard, to the effect that all bills, after having passed their second reading and through committee, should be submitted to the Provincial Solicitor for his supervision and opinion, were adopted after a tedious discussion. A motion by the same gentleman re-appointing the old committee on Standing Rules and Orders did not meet with much favor, nearly all of the members who composed that committee expressing themselves unwilling to go into the matter again. The debate was adjourned until after the orders of the day had been disposed of. Mr Ormond introduced a bill to amend the Loan Appropriation Act. Read a first time, ordered to be printed, and the second reading ordered for Tuesday next. Mr M‘Lean brought up the report of the committee appointed to frame an address to his Excellency the Governor, which was read, and the Council, at 6 p.m., adjourned till 7.30 p.m. The Council resumed at half-past 7, and the address to his Excellency, after being slightly amended on the motion of Mr Buchanan, was adopted. Mr Locke then moved a resolution to the effect that the Superintendent should be requested to offer the General Government a portion of the reserve bounded by Hastings, Emerson, and Tennyson-streets, as a more eligible site than the one at present intended for the proposed Telegraph and Post Office. After considerable discussion, the motion was affirmed on the following division : Ayes (8): Messrs. Locke, M‘Lean, Rhodes, Tanner, Ferard, Buchanan, Wood, and Weston. Noes (6) : Messrs. Sutton, Dolbel, Whitmore, A’Deane, Parsons, and Lambert. A motion by Mr A’Deane, requesting the Superintendent to place on the estimates a sum iOi the payment of s special constable at Hampden, was deferred to Committee of Supply. In reply to a question by the same member, why the sum of £2OO, voted last session for improving the road to Hampden, had not been so expended, his Honor said that the simple reason was, that the Province had not the necessary funds. A return moved for by Lieut.-Colonel Whitmore, of the amount of Papakura road rates received, and the manner in which they had been expended, was j ordered by the Council and promised | by the Superintendent. Rules and Orders was then resumed. An amendment on Mr Ferard’s motion, moved by Lieut.-Col. Whitmore, was agreed to, and the Council adiourned at about 9 p.m.
