In consecpience o an arrangement effected with the Director? of the Panama R-ilmnA the New Zealand postage on newspapers amwd by that route will bo reduced from threepence' to one penny each. No altera! am will take place m the foreign rales, accounted for by this depart ment to Won and Panama, on newspapers addressed to foreign countries.
