Our last Monthly Summary contained an account of theelectionsfor the new Provincial Council, which were all completed at that date, and only awaiting the summons of the Returning Officer, to meet for the transaction of public business. Such summons was issued on the 26th ult., appointing Thursday last, the 9th inst, as the day for its first meeting. Meantime his Honor the late Superintendent had left the Province, as was believed on public affairs, and it was not expected that any business of importance would be transacted until his return, beyond the necessary election of a Speaker for the House, and perhaps also the re-election of his Honor to the Superinteudency. These anticipations proved to be correct. At the time appointed, the members met in the Council Chamber, six of their number, however, being absent from their seats, and proceeded to the election ol Speaker, J. A’Deane Esq., member for the Hampden district being chosen for the office, on the motion of Lieut-Col. Whitmore.

Oa a motion being moved for the re-election of Donald M'Lean Esq., to the office of Superintendent, a discussion was raised by Mr Buchanan, on the question of the prior adoption ol standing rules and orders, which was the means of eliciting some information respecting the absence of Mr M‘Lean, that it was upon financial business—an attempt to obtain the General Government guarantee to the Provincial loan so as to enable him to place it in the market with advantage, or in some other way to obtain temporary pecuniary aid for the Province during its present state of embarrassment. Mr Buchanan’s amendment “ That the standing orders be in force for a week, and that there be a call of this house for Thursday the 16th inst.,” was negatived oa a division, and the motion for the re-election of Mr M‘Lean the office of Superintendent put and carried.

The standing rules were then adopt ed, and after some further discussion, the house adjourued to the 24th June.

There have been but few other occurrences during the month calling for special notice ia a summary. The state of trade, &c., has been dull beyond all precedent in this Province, and in this depression the Government shares. We observe that our local contemporary hints at the probability of our having to submit to Provincial taxation in addition to the heavy burdens we have to bear under the General Government, We trust that this will not be the case, but that our new Council will devise a scheme by which the enormous cost of our executive Government may be made reasonable. Would his ti but devote himself in earnest to this task, and bless the Province with the true remedy for its need, he would increase our debt of gratitude, and merit! the adulation his partisans are now so

fond of bestowing, but then might not be found so ready to award. We have the painful duty to record the death of another victim to alcohol, which occurred on Saturday, at Meanee, It appears that the deceased fell while in a state of intoxication, from a dray of which be was the driver, ths wheel of the dray, which was heavily laden, passing over his chest and causing instant death. Full particulars oftb ,s ! sad case have not reached us, but we are assured that the above account la so lui* correct.
