The Hawke's Bay Times, Published every Monday and Thursday.

THURSDAY, 13th SEPTEMBER, 1866. THE COMING SESSION OF THE PROVINCIAL COUNCIL.

** NULLIUS ABDICTUS JUBAUE IN VERBA UAGISTRI."

Occasion has already heart taken to note the fact that the Provincial Council of Hawke’s Bay is summoned by his Honor the Superintendent to meet for the despatch of business on the 25th of the present month, —the same being within four months of falling through from lapse of time. There can he no doubt of its being the ultimate session of the Council, and we suppose that the business will be confined to the voting of supplies, and such other matters as may he actually necessary for the conduct of affairs for the short period antecedent to its end. Such was, as will he remembered, the case with the short session held just previous to the calling together of the General Assembly. His Honor called the Council together to pass one Act relating to leasing of native lands, and to vote supplies for the carrying on of the public service until after the meeting of the General Assembly. Had the Council been called together at an earlier period, as has been the usual practice, there would have been no necessity for the present session; and several important matters, —which we, presume, tho Council will now leave as legacies for their successors, — could have been dealt with. Under ail the circumstances of the case, perhaps it is best as it is; for we trust that the increase of the electoral rolls, and the unquestionable advance of political know-lodge and interest amongst the people during the past few years, will show itself in the return of a house of higher character and greater ability than that we now have.
