WELLINGTON. AEfiSVAt, OF THE STAE OF THE SOUTH. OPENING OF THE ASSEMBLY. Bt the Star of the South, which arrived in port last night, we have received our files to the Ist instant from Wellington. We note that his Excellency had arrived in Wellington from the West Coast, and had opened the General Assembly with the speech usual on these interesting occasions. I'rom the tenor of the speech itself we gather that Ministers regard tire Native question as having assumed a more favorable aspect, that peace is already partially establislred, that ia pursuance of the line of policy already laid out, five regiments of H. M.’s troops will b • immediately seat home, and the whole of the remainder at as early a date as it will fee possible to send them, so that not the least pretext shall remain to the Home Government, for interference in our affairs. We next observe the various questions of Colonial Finance, the settlement of outlying districts, the equitable distribution of the Revenue, the adjustment of the Representali'm, the Panama mail service, a stamp -duty in aid of the revenue, &c. all this is more or less fully alluded to in the speech, indicating a rather formidable quantiiy of work for the session, which will probably be more than usually protracted.
