Sir, —Can you inform me why tenders should have been invited for the supply of the troops at Waipawa, and not for supply of the Military Settlers and Defence Force at Pekapeka ? • The contract for Defence Force, was previously in the hands of Mr. Gray, and, subsequently, with that for Military Settlers, passed into the hands of Messrs. Watt & Co. and others, without any pnblic notice being given to intending contractors, of whom there were several on the look out for it. Any light you can throw on this will be acceptable to Yours, &c., A Radical. Napier, June 15, 18G4.
