To the Editor of the HaivJce's Bay Times Sir, — I will thank you to notice in your next paper a “ Proclamation” issued last month by the Superintendent of Canterbury, declaring this Province to be an “ infected districtand prohibiting the importation of any cattle hence to the Province of Canterbury. I marvel at no public notice of this Proclamation having been taken by our Provincial authorities ; —or, by yourself, or by your cotemporaryseeing such has been duly advertised in the Canterbury papers, and is of first importance Province. I see, moreover, the Star of the South is advertised to sail for Lyttelton—perhaps with cattle ? . Yours truly, Wm. Colenso. Napier, Feb. 24, 18G4.
