To the Editor of the Hawke's Hay Times. Sir, —Notwithstanding the considerable length of time that has elapsed since Mr. Bousfield took a contract from the Government, and, consequently, lost his own seat in the Provincial Council, it is passing strange that no writ has as yet been issued for the

election of a member to fill the vacant seat, although there are two candidates in the field. Why are the Government so lukewarm in this matter ? Are they afraid that their candidate (Mr. Richardson, of Petane) will sustain a defeat; and not “ walk the course ” as your sanguiue contemporary the Herald confidently predicts ? Or from what other (to the public) unknown cause are they so tardy in the performance of their duty ? If the Council is going to be called together in March (as I understand is to be the case) ; what time will the newly-elected member have to consider questions of public interest ? Since the Government have so long delayed the issue of a writ, however, I would suggest, to them to defer it now until after the Napier Annual Race Meeting. Qci Vive. Napier, Feb. 24, 1864.
