America May Build More Warships PRESIDENT'S WARNING

(Eeceived 30, 9.30 a.m.) WASHINGTON, Dec. 29. President Eoosevelt, at a Press conference, disclosed that world unrest may cause him to recommend to Congress the construction of additional warships. He said their construction could not be charaeterised as part of preparedness for war, nor would they jepresent an attempt to match Britain 's programme. President Roosevelt made public a letter to the chair3iian of the Appropriations Committee of the House of Eepresentativeg, in which he stated that since the submission of the 570,000,000dollar naval estimate ''world eventa have cauged me growing concern. I do not refer to any gpecific nation or any specific threat against the United Statqs. The fact ia that throughout the world many nation? are not only continuing but enlarging their grmaments programmes. ' ' The Washington correspondent of the New York Times characterises the action as ''another of a series of moves calcuiated to serve as notice to Japan and to the whole world that the United States stands ready for any eventuality. ' ' The correspondent added that President Roosevelt had long been planning some dramatic move to focus world attention on the United States' insistence that her rights should everywhere be respected. In this connection it is disclosed that the items for the improvement of the Pacific Coaet fortifications and the equipment of the Hawaiian and Philippines bases have been withdrawn from the Budget with the intention of ineluding them in the Supplementary Estimates.
