GERMAN RETURN TO LEAGUE "OUT OF QUESTION"
(Received 24, 10.50 a.m.) PARIS, Dec. 23. M. Flandin, in an article in the Paris Soir on his recent talks with German leaders, declares: "Dr. Schacht, former Minister of National Economy, was authorised to come to Paris in the summer of 1938 to propose the return of Germany to the League if ber colonies were restored, but German policy has since changed and her return to Geneva is out of the question."
