New Orders to Japanese Troops (Eeceived 24, 10.50 a.m.) TOKIO, Dec. 23. New orders bave been issued to Japanese commanders stating tbat for* eign interests sbould be respected even at tbe risk of allowing Cbinese troops to escape. Eeference to these orders will be included in the Japanese replies to tbe Britisli and American Notes. A Shangbai message, bowever, reports tbat a Japanese Embassy officia! Tequested foreign consults to evaeuate tbo|r nationals in the vieinity of Hangcbow and Siaofeng in view of tbe iinminent danger involved in tbe prescut bostilities tbere.
