VAN ZEELAND IN ROME
Urges Conference on Economic Reconstruction SECRECY SURROUNDS MISSION EOME, Dec. 17. Dr. van Zeeland, the Belgian statesman, has arrived. It is understood that he is proposing to Signor Mussolini a conference between England, the United States, France, Germany and Italy to
draft a plan for world economic reconstruction and to establish a new economic organisation to replace that of the League of Nations, with which Italy and Germany refuse to eo-operate. Eemarkable secrecy is being maintained regarding M. van Zeelan-d 's visit. The Press has been ordered not to publish anything concerning it.
