WAIPUKURAU, Last Night. As a check to builders vvho begin building operations witkout first obtaining the necessary permit, the Waipukurau Borough Council brought a prosecution — described as the first of its kind — ;against A. S. Moffitt, a builder, of Waipukurau-, in the Magistrate's Court this morning. It was alleged that Moffitt began alterations to a dWelling in Racecourse road, Waipukurau, without first obtaining a permit andi ignored warnings from the council. He was fined £1 10/- and costs £1 1/- by the Magisttate, Mr. J. Miller. " "There has been a good deal of this going on," said ilr. A. M. White, who appeared for the Borough Council. The clerk, Mr. H. B. Sinart, took steps to warn all builders, jncluding the defeudant, of the provisions of the bylaivs. The next week defendant, in spite of tliis warning and a subsequent one, began building operations without a permit. The matter • was serious from the council' s point of view, said counsel. "It has be?n the usual practice here te get the framework of a house up before applying for a permit," pleaded the defendaut, "I shaH make the fine a light one as this is the first prosecution of the kind," said Mr. Miller.
