Report to League Council (Received 11, 8.45 a.m.) LONDON, Dec. 10. The Geneva correspondent of the Daily Telegraph says that the League Economio Committee, reporting to the Councjl and reviewing the raw matenals question, formulates principlea to which Governments should conform. Mainly they are that raw materials should not be subjected to any export prohibition or restriction, except in pursuance of an intemational regulatons sciheme, and should not be subjected to export duties, except when they are imposed at a uniform rate, irrespective of tlie country to which the goods are exported,
