SOVIET ELECTION CAMPAIGN IN FULL BLAST
■ .f (Received 10, S.45 a.m.) LONDON, Dec. 9. The Daily Telegraph's Moscow correspondent says oratory is beeoming more fervid as polling day on December 12 approaches. The entire State party maehine is working at full hlast. All citizens are expected to attend electoral meetings, which always develop into pro-Stalin demonstrations. About 100,000 "agitational centres" are teaching electors their rights and duties. Young members of the Communist League in Moseow are canvassing every room in every crowded tenement. It is hard working drumming such things into the heads of people who have never polled before, and 1,000,000 persons have been mobilised to undertake propaganda throughout the ' S.oviet,
