Near Clash with Japanese at Shanghai (Eeceived 6, 8.45 a.m.) WASHINGTON, Dec. 4. As the result of a near clash between American marines and Japanese troops in Shanghai, the Congressional advocates for strict neutrality xenewed their demands for the withdrawal of troops from the war zone. The Secretary of State, Mr Cordell Enll, said that the United States officials in Tohio and Shanghai had forejirarned Japan of the inadvisability of (Sarrying out the victory parade. A Shanghai message says that three Japanese officers called on the cdmmander of the American marines, Brigadier Beaumont^ and apologised for their encroachment on the American defence sector.
