Bill Foreshadows Subsidie; (Received 1, 8.45 a.m.) WASHINGTON, Nov. 30. Tbe deyelopment of tbe United States mercantile marine in tbe direction of aerial activity is foreshadowed in a Bill introduced in tbe House designed to broaden tbe powers of tbe Maritime Commission. The measure xnciudes an amendment to give the commission jurisdiction over trans-oceanio air services, also'to autborise subsidies to steamship lines for the purpose of building np their own air services. A Manila_ message states that PanAmerican Airways announces that tbe , Clippei' n,ow covering tlie Manila-Hong-kong route will return to Honolulu on December 1 to begin an experimental tiight to New Zealand, /
