the future of rabaul
(Received 1, 8.45 a.m.) CANBERRA, Nov. 30. The Governor-Generalj Lord Gowrie, in his speecb at tbe opening of the Federal Parliament to-day, aixnounced that the Government would welcome a c,ordial understanding between tbe British Empire and tbe United States on trade matters. Among tbe legislation foreshadowed are Bills for national health and pensions insurance and for tbe creation of a mortgage bank. Lord Gowrie announced that the 'Government bad decided to remove JNew Guinea's administrative headquarters from Rabaul to a site not yet determined. A report tabled in tbe House and setting out tbe views of tbe experts Drs. Stebn andi Woolnougb indicated that tbere wa? a real possibility of anotber volcanic eruption more serious thap the last, jeopardising Rabaul and and the harbour. Therefore the selection of a new capital site should be considered deliberately find without delay. Dr. Stebn advised tbe adoption of a volcanological obBervatory at Rabaul to provide warxxings of impending eruptions and to enable the people to move to safety. He added: "It is impossible to predict tbe duration of tbe present period of quiescence.
